The Issue:The normal sitting position in most cars, leave a gap between the driver's head and the head rest. This is extremely dangerous, especially in the event of a rear end collision. Keep in mind also that whiplash can occur even at the slowest speed. One can get whiplash at as low a speed as 3mph!
